Many Hill based CSOs appreciated CM Biren government on the decision to form separate ADCs for the Newly created hill districts

When some Hill base CSOs strongly objected to the formation of separate ADCs for the newly formed hill districts in Manipur the Hmar Students’ Association (HSA) , Hmarram Joint Headquarters, Pherzawl District, The Northern Thanlon Chief Association has appreciated the N. Biren Singh led government for its decision to constitute separate ADCs for the new district.
The Hill bases organizations recalled the meeting held between Chief Minister N. Biren Singh, and the leaders of the Demand Committee on Creation of Autonomous District Council (DCCADC) on February 20, 2021 and their discussion about the confirmation of the four hill districts of Manipur – Kamjong, Noney, Pherzawl and Tengnoupal – as spate Autonomous District Councils (ADCs). A statement said that the HSA appreciates the warm welcome extended by the Chief Minister to the DCCADC leaders and his positive response to the Memorandum submitted by the said leaders.
It added that the Cabinet Meeting of the Government of Manipur held on March 27, 2021 approved to hold Autonomous District Council Elections in the State, including four new districts – Kamjong, Noney, Pherzawl and Tengnoupal – “for which required steps will be taken up by the authority concerned”. This assurance underpinned that the four hill districts will be conferred the stats of ADCs before the election dates are announced.
The HAS, Hmarram Joint Headquarters, Pherzawl District stated that the organization is concerned about the well-being of the people in the district, and it firmly believes that upgrading of Pherzawl District to the status of ADC will enhance economic development and sustainability, stability and peace. Grant of ADC status to Pherzawl District will be perceived by the people of the district as the fulfillment of their long unfulfilled aspirations.
The statement said that the HAS, Hmarram Joint Headquarters, Pherzawl District, strongly endorses the legitimate demand of the DCCADC and call upon the Government of Manipur to involve leaders of the DCCADC in all the decision-making processes of the creation of ADCs for the four hill districts, viz. Kamjong, Noney, Pherzawl and Tengnoupal.

The body also iterated that appropriate Order for upgrading of the four new districts to the status of ADCs may be issued before the announcement of Autonomous District Council Elections in the State. Failure to comply with this arrangement may lead to undesirable incidents in the for hill districts.
The Northern Thanlon Chief Association also expressed a desire and to make Pherzawl District fully and practically function as full administration district and therefore virtually extended its unflinching moral support to the representation submitted to Chief Minister N. Biren Singh on January 30, 2021 by the Demand Committee.
“Immediate fulfillment of this genuine demand submitted by the Demand Committee on the creation of Autonomous Districts Council have a pragmatic benefit to the people, in general, residing in the Northern Thanlon Area for better administration and for extending voting rights to the people of the area to elect their own representative in the Autonomous District Council”, a statement said.
