Manipur Visitor Regulation Bill likely to be tabled in the house

Manipur Government is reportedly all set to introduce Manipur Visitor Regulation Bill in lieu of Inner Line Permit System during the seven days long  Assembly session of Manipur Legislative Assembly commencing from February 25, sources said.
With the uncontrolled influx of migrants threatening the existence and identity of the indigenous populace in the state, people of the state under the aegis of Joint Committee of Inner Line Permit System, JCILPS have been demanding the Government for implementing Inner Line Permit System or framing a suitable legislation which would allow entry of immigrants to the state under a policy.
In the wake of strong pressures and series of agitation from the people, state Government formed an all Political Party Committee headed by Deputy Chief Minister Gaikhangam to find possible ways for framing a suitable legislation regarding entry of migrants in the state and safeguarding thefuture existence of the indigenous people in the state. The proposed Manipur Visitor Regulation bill to be tabled in the floor of Manipur Legislative Assembly was recommended by the all political party committee after taking due opinions from the relevant experts, revealed the source.
The bill comprises provisions to safeguard the minority indigenous Meetei and Meetei Pangal populace in line with the provisions of safeguarding the Schedule Tribes in the Indian Constitution. The total population of Manipur shares only 0.24 percent in the total population of India. Total Meetei and Meetei Pangal population shares only 0.09 percent. As such, the bill recommends the necessity to safeguard the two minority ethnic groups in the state.
During the Assembly session of Manipur Legislative Assembly, Six Government bills including Dhanamanjuri University bill, 2014, Manipur State Cultural University Bill, 2015, Manipur Rob wages bill 2015 and Manipur Visitor Regulation Bill 2015 will be tabled in the floor of the house. Budget of Vote on Account for the fiscal year 2015-16  will also tabled.
