Manipur Transport Department launches Three-Day Refresher Course for Drivers and Conductors

The Transport Department, Government of Manipur, today inaugurated a Three-Day Refresher Course for Manipur State Transport Drivers and Conductors at the Conference Hall of Institute of Drivers Training and Research Centre (IDTRC), Top Dussara, Imphal East.
Anurag Bajpai, IFS, PCCF & HoFF, Chief Wildlife Warden and Additional Chief Secretary (Transport/TCI), Government of Manipur, said that the programme reflects the Government’s strong commitment to strengthening the foundations of public transport in the state. He noted that the Government places high priority on mobility, safety and the everyday needs of common citizens, as public buses remain one of the most affordable and widely used modes of transport for people who do not own private vehicles. He added that MST buses are being prepared to restart routes after several years, and a refresher course became necessary as systems, technology, and public expectations have evolved.
He stated that the course has been designed to make MST services more people-friendly, efficient and responsible. With evolving traffic patterns and the introduction of technologies such as GPS-based fleet monitoring, automated ticketing and electric buses, he said it is essential for staff to stay updated and confident in their duties. He emphasised that safety remains the foremost priority and that the training aims to strengthen safe driving habits, defensive driving and effective emergency response. He also underlined the important role of conductors in managing passengers, maintaining order and shaping the overall travel experience.
Anurag Bajpai said that Manipur’s geography makes this training particularly essential. He explained that hilly terrain, narrow roads, sharp bends and unpredictable weather create challenging driving conditions, especially during the rainy season. Terrain-specific safety techniques are crucial for preventing accidents and ensuring smooth and reliable connectivity across districts, he added.
He stated that MST often serves remote and hill districts, carrying students, elderly citizens, vendors and daily wage earners for whom public transport is a lifeline. As the state upgrades road infrastructure and expands its transport network, he said staff must be equipped to handle new routes and emerging systems.
Giving the keynote address, Khumanthem Diana Devi, Director, Transport Department, Government of Manipur, described the drivers and conductors as the backbone of the state’s public transport system. She reaffirmed the government’s commitment to strengthening connectivity across Manipur and shared that new bus routes are being planned to improve accessibility, with guidance and support from the Additional Chief Secretary (Transport).
The programme included technical sessions on “Traffic Regulations, Signs and Penalties” by Hemochandra Irengbam, DTO Thoubal, “Motor Vehicle Mechanisms, Functions and Troubleshooting” by Kh. Sanjeev, DTO Imphal West, and “Road Safety and Drivers’ Responsibilities for Safe Driving” by Shantikumar Naorem, Member Secretary, IDTRC Manipur. The event was attended by Samson Huidrom, Deputy Director (Transport), Manipur, along with staff and officials of the Transport Department, drivers, conductors and other participants.
