Manipur Information Commission had issued show cause notice to the SPIO of Thoubal district Deputy Commissioner over failure to furnish information on time sough through Right to Information Act 2005.
The Commission asked the SPIO/DC Thoubal on why penal action under section 20 (1) of the RTI Act 2005 should not be initiated against the DC for not obliging with the direction of the Commission and also directed the SPIO to reply the show cause notice be furnished before next hearing which is scheduled on November 27 at 11.30 am.
The Information Commission took up the case after appellant Luwangchao Kabui seeking information from the DC office was not providing information on time even after the commission directed to do so. Wahengbam Joykumar appeared in favour of the Appellant while Md. Ziaur Rahman, SDO Lilong representing the SPIO/ DC Thoubal appeared in yesterday’s hearing. The hearing was conducted through whatsapp video due to Covid-19 Pandemic.
During the hearing , the public authority submitted a letter addressed to the DC Thoubal on October 7, 2020 stating that a case has been put up in the court of SDO Lilong on September 29, 2020 for correction in the records of rights with due process of law.
The representative of the appellant stated that the public authority has been taking too much time instead of giving the right information to the appellant. As such , he pressed the Commission to initiate penal action against the SPIO/ DC Thoubal for failure to furnish the sought information as well as failure to furnish inquiry report as directed by the Commission.
