Law enforcers’ action to ILP agitators contradicts government decision

Law enforcers’ actions towards the agitators of ILP system in the state contradicted with the government, as the later had accepted the need for introduction of the system. Recently, the state Home Department has sent a report to the governor of Manipur regarding the series of events that has been taken place in connection with the demands for introduction of ILP. In a report to the governor, the home department stated that the Chief Minister has convened an all political parties meeting to discuss the matter besides forwarding the state assembly resolutions to the union home ministry. The proceedings of the government showed its concerns over the needs for introduction of ILP but it remains a matter of surprise to find the law enforcers showing hostile attitude towards the students demonstrating democratic protest.Source with the Imphal Times said that the state home department had stated that the matter of ILP was discussed in the 9th Manipur Legislative Assembly on December 12, 2011, after being put up as a private member resolution by the MLA O Joy Singh. However as a case remained pending in the High Court it was withdrawn.On July 13, 2013, the matter was again put up as private member business by MLA Dr. I. Ibohaibi Singh, Th. Shyamkumar and Th. Biswajit Singh. The ILP system was in force before Manipur merged with India was revoked by the then Chief Commissioner, Himmat Singh on 18th November, 1950.The report of the State Home Department to the governor further stated that after the State Cabinet resolved to urge the Government of India to extend the provisions of Bengal Eastern Frontier Regulation 1873 to the State of Manipur, the Manipur Legislative Assembly in its sitting held on July 13, 2012 passed a resolution as follows :-“That, the Manipur Legislative Assembly passes a resolution to extend and adopt the Bengal Frontier Regulation 1873 with necessary changes in the point of details to the State of Manipur and to urge the Government of India to comply the same.”It also said that State Government Home Department submitted the decision of the State Cabinet and the resolution passed by the State Legislative Assembly to the Home Secretary, Government of India, Ministry of Home Affairs on August 13, 2012.The State Cabinet again discussed the issue of introduction of ILP on 12.6.2013.Similarly, the Manipur Legislative Assembly passed a resolution in its sitting held on 13.6.2013 on the issue raised by MLA RK Anand, and after the Short Duration Discussion the Manipur Legislative Assembly unanimously resolves to urge the Government of India to extend the provisions of Bengal Eastern Frontier Regulation 1873 for extension of Inner Line Permit to the State of Manipur or to enact resolution on 29.6.2013 to the Joint Secretary (NE) , Government of India, Ministry of Home Affairs.
