Chairman of Kumbi College, Moirangthem Mangi, today issued a clarification addressing allegations surrounding the institution’s governance and recruitment processes, while outlining its institutional history and administrative structure.
The statement follows remarks made on February 24 and March 13 by AMSU Secretary General Salam Changkhonba, and a separate statement on March 9 by Governing Body member L. Ibomcha Meetei.
According to the Chairman, Kumbi College was established on September 27, 1981, with community support, received temporary affiliation from Manipur University in 1987, permanent affiliation in 1994, and recognition from the University Grants Commission in 1995.
He noted that the college was among five private institutions granted recurring grant-in-aid by the State Government on December 19, 2016, with 17 sanctioned posts. However, a proposal approved by the State Cabinet on January 4, 2022, to fully provincialise such colleges remains unimplemented.
Highlighting academic progress, the Chairman stated that the college underwent NAAC assessment in May 2022 and received an appreciation certificate from the State Government on Teachers’ Day the same year.
On governance, he said the present Governing Body was constituted on December 16, 2024, under the Manipur Education Code, 1982, for a three-year term ending December 15, 2027. He maintained that any meeting or resolution without the Chairman’s approval would be invalid.
Raising concerns over recruitment, Moirangthem Mangi alleged that previous Governing Bodies made appointments without adhering to UGC norms, proper advertisement, or due selection procedures, including DPCs and written tests.
He also questioned the accountability of certain nominees from Manipur University and the State Government, stating that complaints have been submitted to the Director, College Development Council, and the Vice-Chancellor seeking action.
The Chairman further informed that a case has been filed before the Manipur High Court challenging the appointment of 29 staff, and the matter is currently under judicial consideration.
