JCILPS appreciates Government action, urges support to locate illegal entrants

The Joint Committee on Inner Line Permit System (JCILPS) has expressed its appreciation for recent government actions against illegal entries into Manipur. Thiyam Saratchandra Singh, the Convenor of JCILPS, emphasized the need for continuous efforts to address the issue, urging further support from the public and authorities.
Th. Saratchandra Singh highlighted that some individuals, driven by personal interests and neglecting the welfare of Manipur, have been responsible for these illegal activities. He attributed this to the lack of concern from some legislators and officials, which has allowed such actions to persist.
The Inner Line Permit (ILP) movement, which has been a critical issue in Manipur, saw the tragic death of a student. The government has implemented guidelines, including the appointment of a DIG-level officer to monitor those entering under the ILP system at the state level. Additionally, District Commissioners (DC) and Superintendents of Police (SP) are overseeing the process at the district level.
Despite these measures, there have been reports of illegal activities. Recently, the government arrested nine individuals, with allegations of collusion involving businessmen and the labor department. JCILPS has consistently raised concerns about fake ILPs and Aadhaar cards, conducting several drives to address these issues. However, these efforts have sometimes faced obstruction from MLAs and ministers. For instance, a planned drive in Sekmai last January was canceled due to law and order concerns, and in Jiribam, the ILP implementation was found to be inadequate.
JCILPS has appealed to the government for continued support in their efforts to combat illegal entries and ensure the integrity of the ILP system. The organization has pledged to extend necessary support to the government in this endeavor and has called on those involved in the system to cooperate with JCILPS.
“We appreciate the government’s recent actions,” said Th. Saratchandra Singh.
KC Romeo, Co-convenor of JCILPS, highlighted the severity of the situation, stating, “3,500 individuals have entered with illegal passes and permits, as well as fake Aadhaar and permits. The government has pointed out that this is alarming.” He added that JCILPS has submitted a memorandum regarding this issue to the Governor. Romeo emphasized that the current permit system is hollow and needs significant improvement. However, he expressed optimism, saying, “Better late than never.”
