JAC urges Govt to review attendance order; seeks three days’ mass casual leave

The Joint Action Committee (JAC) of AMTUC and AMGEO, Manipur has urged the State Government to review its recent directive mandating attendance of employees during the ongoing unrest, citing serious safety and logistical constraints. The committee has called on the authorities to either ensure adequate security arrangements for employees to safely attend offices or reconsider the directive in view of the prevailing situation. Failing this, the JAC has sought the grant of three days’ mass casual leave with effect from April 21 or until the ongoing shutdown is lifted.
In a memorandum submitted to the Chief Secretary on Tuesday, JAC President Rajkumar Basumani Singh stated that curfew restrictions, widespread shutdowns, and the lack of transportation have made it increasingly difficult for government employees and workers to report to duty. He noted that the situation on the ground continues to remain uncertain, affecting both mobility and personal safety.
Referring to the April 19 notification warning of disciplinary action against absentee employees, the JAC described the move as “unfortunate” under the current circumstances. The organisation maintained that employees have continued to discharge their duties despite considerable challenges, including the absence of public or government transport and inadequate security arrangements in several areas.
The memorandum also highlighted the deteriorating security environment, citing recent incidents of violence, including the killing of civilians earlier this month and the ambush that led to the deaths of two Tangkhul individuals on April 18. According to the JAC, such developments have contributed to a climate of fear and disruption, further complicating normal administrative functioning.
Providing an overview of the workforce, the JAC stated that out of a total sanctioned strength of 1,17,486 posts, around 69,338 employees are currently in service, many of whom continue to work under difficult conditions across both hill and valley districts.
