Restored Academic normalcy in MU breached as PVC entered the complex to take charge; Admission form counter closed; Students appearing exam mentally disturbed; MUSA shuts A block

Normalcy of academic activities, which was resumed after around 85 days of impasse at Manipur University has been once more breached after Pro VC Prof. Y Yugindro Singh, appointed by VC AP Pandey when he was on leave on the approval of the Chancellor today entered the University complex to take charge of the VC today afternoon.

In Charge VC , who had taken casual leave had also accompanied him along with security personnel with arms inside the Manipur University complex.

Students appearing today’s examination were mentally disturbed some failing to concentrate with the new development. Students who came to take admission form have to return home as the counter shuts down in protest to the new development.

Tension once more grips the University complex with men in khaki with arms and ammunition came escorting the PVC and in charge VC.

Later, a talk was held between the PVC and Prof. Shyamkesho on the other side and MU community on the other side.

What is more interesting is that even as the MHRD have every knowledge of the independent enquiry committee which is being underway and also having knowledge that the Registrar in Charge Prof. Sh. Dorendrojit Singh is presently the nodal officer of the enquiry committee as per the MoA signed on August 16, the MHRD  authority signed by one Vijay Kumar, Under Secretary to the Government of India addressed the letter to Prof. M. Shyamkesho, whom by virtue of the University authority is on leave and stated that the Pro VC will hold the Charge of the VC as he had been suspended on Sept 17 till the completion of the enquiry.

As per the “Statutes of the University” under the MU Act 2005, clause 4 states that “appointment of Pro Vice Chancellor ought to be BY THE EXECUTIVE COUNCIL on the recommendation of the VC, meaning – VC can’t unilaterally appoint someone as PVC”. Thus, AP Pandey can’t and doesn’t have the legal authority to appoint a PVC while he was on official leave (without the acceptance of the EXECUTIVE COUNCIL of MU on his nominee as PVC). So, there isn’t a PVC at the moment and hence, MHRD’s notification as well as prof Shyamkesho’s notification informing someone as PVC as well as VC in charge is illegal and not permitted. This was argued by a scholar from the Manipur University to the recent recognition of Pro-VC by MHRD.

The representative of the MU community further stated that the clause is “4. Pro-Vice-Chancellor.—(1) The Pro-Vice-Chancellor shall be appointed by the Executive Council on the recommendation of the Vice-Chancellor: Provided that where the recommendation of the Vice-Chancellor is not accepted by the Executive Council, the matter shall be referred to the Visitor who may either appoint the person recommended by the Vice-Chancellor or ask the Vice-Chancellor to recommend another person to the Executive Council: Provided further that the Executive Council may, on the recommendation of the Vice-Chancellor, appoint a Professor to discharge the duties of a Pro-Vice-Chancellor in addition to his own duties as a Professor.”

In the PVC appointment notification, AP Pandey had mentioned the term “In ANTICIPATION of the approval of Executive Council”, which means.. “Executive Council hasn’t hold a meeting on the topic of appointment of a PVC and neither such a nominee recommendation has been formally accepted by the Executive Council of the MU”. Please let everyone know if otherwise on the Executive Council’s meeting date/time and minutes of meeting note to substantiate the proof of acceptance of someone as PVC, he added.

Till the filing of this story, talks between the PVC and the MU authority are still underway.
