The newly launched e-Seba Manipur Portal, introduced by the Department of Information Technology on May 11 to facilitate online issuance of various certificates for the public, has reportedly failed to generate certificates till date, causing serious inconvenience to students across the state.
The digital platform was launched to enable people, especially students, to obtain important documents online. However, users have reported that no certificates are being generated through the portal even after applications are submitted.
The situation has become particularly problematic as admission processes for various courses are currently underway and students require documents such as OBC certificates, domicile certificates, Permanent Residential Certificates (PRC), income certificates and birth certificates for form submissions and other academic purposes.
Compounding the problem, the earlier e-Service Manipur Portal, which had been functioning previously, has also reportedly stopped providing services following the launch of the new e-Seba portal.
Sources said that although certificates are being applied for online, none have been generated so far since the launch of the new platform.
There are also reports that the government has not yet restored services of the earlier e-Service Manipur Portal. As a result, people are unable to obtain essential certificates on time despite spending money and making repeated visits to concerned centres, causing further inconvenience to the public.
The report further stated that new requirements introduced for obtaining OBC, domicile, PRC, income and caste certificates have added to the difficulties faced by applicants. For birth certificates, students residing within municipal areas are now reportedly required to produce garbage collection cards, updated tax payment receipts and newly introduced property tax registration documents along with updated receipts.
Applicants have also complained that online applications uploaded several months ago continue to show “pending” status. In some cases, applications reportedly remain pending for three to four months without any progress.
People visiting Common Service Centres (CSCs) for assistance are allegedly being informed that the “server is down” and are often asked to submit fresh applications after paying additional charges.
According to reports, applicants are being charged up to Rs 250 for submitting a single certificate application at CSCs, while failed applications reportedly require additional payments for resubmission.
The digital platform is maintained by the Department of Information Technology. Concerns have been raised that if the present situation continues, many students across the state may fail to submit required documents on time, affecting their educational opportunities and job-related applications.
