In a major breach of examination security, the Social Science question paper of the High School Leaving Certificate (HSLC) Exam 2025, conducted by the Board of Secondary Education, Manipur (BOSEM), was leaked and circulated on social media just 30 minutes before the exam began on today. The Democratic Students’ Alliance, Manipur (DESAM) alleged the leak and has strongly condemned the incident.
The leak comes as a direct challenge to the Manipur Prevention of Malpractices in High School Leaving Certificate and Higher Secondary Examinations Act, 2024, which was passed by the Manipur Legislative Assembly and received the Governor’s assent on March 13, 2024. The incident has raised serious concerns regarding the effectiveness of BOSEM in maintaining the security and credibility of the examination process.
During a press briefing, DESAM General Secretary Nongthombam Thoithoiba said that the question paper of the Social Science paper scheduled today was shared 30 minutes before the exam began at whatsapp group ‘Old is Gold’ and ‘Inter Football Geography’, by some members of the group. While urging the BOSEM to take this issue with extreme seriousness and called for a thorough investigation and demanded the formation of an inquiry committee with the approval of Manipur’s Chief Secretary, PK Singh. The student body urged authorities to take strict action against those responsible for the breach.
Reports indicate that the leaked question paper was widely shared on social media platforms across various groups before the exam commenced. The incident has sparked outrage among students and parents, questioning the integrity of the examination system.
A total of 37,052 students are appearing for the HSLC Exam 2025 at 155 centers—93 in the valley districts and 62 in the hill districts. The examinations are scheduled to conclude on March 7.
Meanwhile, BOSEM Controller of Examination Ayam Thoi speaking to media in connection to the incident stated that Board have been doing everything in its power to ensure proper conduct of the examination. Ayan Thoi maintained that some sections in an effort to damage the reputation of BoSEM leaked the question paper before the exam started, which is highly condemnable. He also revealed that a complaint has been filed and the State Cyber Crime Police station has launched an investigation. He also assured that those responsible will be arrested soon. He furthermore informed that a meeting for Board Officials will be carried out to take decisions in connection to the question paper leak.
