The High Court of Manipur has directed the State respondents not to finalise the constitution of the Manipur Waqf Board without obtaining prior leave of the Court.
The interim direction was issued by Justice Ahanthem Bimol Singh while hearing W.P. (C) No. 553 of 2026, Noornganbi Shah v. State of Manipur & 2 Others, along with M.C. (W.P. (C)) No. 570 of 2026.
The writ petition challenges the State government’s Notification No. 8/1/97-WBM dated July 2, 2026, and the process initiated for constituting the Manipur Waqf Board.
According to the petition, the notification does not adequately provide for the mandatory statutory composition of the Board, particularly the requirement for representation of women. It also raises issues relating to other statutory representation requirements and the limited time provided for submission of applications.
The petitioner was represented by Advocate Abhishek Prasad Sahu.
The writ petition remains pending before the High Court. Pending adjudication, the Court has directed that the constitution of the Waqf Board shall not be finalised without its permission.
