Has the recruitments order issued overriding model code of conduct? CM’s Nephew becomes Civil Supply Inspector along with Superstar Gokul

Imphal, Jan 6: In yet suspected case of over ridding the model Code of Conduct, that has been asked to effect stringently in the view of coming 11th Manipur general assembly election, some of the major departments under state government have issued recruitments notification violating the ‘model code of conduct’ and such thing is only prevalent in Manipur which corruption, nepotism and favouritism has become an open secret lying with dearth of accurate evidence.
The first being the Directorate of Consumer Affair, Food & Public District (CAF &PD) which was look after by Minister Ksh Biren of Lamlai AC, in which the department issued notification of 3rd January for list of candidates selected for the post of ‘Civil Supply Inspector’ (21post) and Store keepers (3 post) which the interview was held on 3rd January itself.  However, reports also said interview were carried out till late afternoon till Jan 4 for Chowkidar and Peon, which the result yet to be declared.
Interesting, among the selected list of persons for the post of Civil Supply Inspector, the first person to top the list is said to be Chief Minister Okram Ibobi Singh’s nephew John Okram and Manipur film superstar Atokpam Gokulchandra Singh. 
And what attracts public attention is that the recruitment examination of the said posts of the department was prepone on 28 December ahead of scheduled examination dated 31st December 2015 , and the announcement for said examinations venues were made at 7:30 pm of 30 December 2015 in public broadcast.
Meanwhile, in a reports yet to be confirmed also says that ‘Rural Development and Panchayati Raj’ have also issued date back appointment orders to candidates for the post of ‘Village Level Workers’ (VLW) in covert manner keeping digression from public view and the said major department was look after by Minister M Okendro.
It is not known whether such violation, which cannot be termed as a mistake, were committed through minster power or influences or by the officials head of department overriding the prescribes guidelines issued by Election Commission of India. 
In the meantime, with the announcement of poll for five states yesterday afternoon by Chief Election Commission of India Nasim Zaidi in national Capital, the Chief Electoral Officer of Manipur Vivek Kumar Dewangan in an order have notified on Jan 4 have already asked all the administrative secretaries and all the Head of Dept  of the state government to put ban on recruitments process initiated by different Department/Organisation under the control of state government.  
The order also stated that stringent action will be taken against defaulting officials trying to resort to issue backdate appointment orders, which also said “it has been reported that certain Department/HODs (including Revenue, Forest and Environment, Education, RD &PR, Works,  Health & FW, Labour, Employment Exchange, CAF & PD) are trying to resort to issuing the backdate appointment orders which is clearly a violation of Model Code of Conduct”.

Complete institutionalization of corruption in Manipur. O Ibobi Singh should go. Let corruption free Manipur by electing BJP.
