Has Manipur government made a mockery of President Pranab Mukherjee?

A day after President Pranab Mukherjee had inaugurated the Khongjom War Monument at Kheba Ching, the structure which erect stone plate that the president unveiled and handed over to the public was found fallen on the ground.  Imphal Times had earlier reported that 50% of the construction at Khongjom War memorial site has not been completed.
