Govt. frames transfer and posting policy for state force

Imphal, Nov 19: State government has framed a transfer and posting policy for non-gazetted civil police/MR/IRB personnel of the state home department. As according to the policy each non gazetted civil police/MR/IRB will have to be posted in hill district for at least 4 years and 2 years in valley district in rotational basis. According to the new policy the state of Manipur has been divided into 2 divisions, that is hill and valley, as according to the geographical and difficult climatic condition. Valley area which is treated as less difficult area consists of Imphal East (excluding Jiribam), Imphal West, Thoubal and Bishnupur district.  Hill area, which is considered as difficult area consist of Ukhrul, Senapati, Chandel, Tamenglong and Churachandpur district and also Jiribam Sub-division. According to this policy no police/MR/IRB personnel shall be transferred from one district/Battalion to the other in the same division midway. It added that there shall be no attachment of police/MR?IRB personnel to a district/battalion/ specialized police unit having its on sanctioned strength. However attachment of the state security personnel will be allowed only to such units/offices which do not have their sanctioned strenght like PHQ, offices of ADsGP, IsGP, DIsGP, CMT, FSL, Home department or Chief Minister’s office or any specialised unit due to reason of technical or specialise expertise. This attachment of security personnel shall be 2 years only.
