Imphal, Sept 27: Finally the state government has draft a new ILPS bill called “the Manipur Regulation of Non-Local People Bill 2016” but the base year for the original resident is put at January 21, 1972 contrary to the demand by the JCILPS.
State Home Department has uploaded the draft bill in the official web site of the Additional Chief Secretary Home inviting public suggestions to the content of the Bill. As per the new bill “Local people is define as those persons who are citizens of India and who belong to any communities specified in the respective Parts of the Scheduled to the Constitution (Scheduled Castes) Order, 1950 and the Constitution (Scheduled tribes) Order, 1950 for the state of Manipur, and other backward Classes notified by the state Government from time to time, and who have been ordinary residents of the state of Manipur and immediately before the attainment of the Statehood on January 21, 1972, and their descendants. This means ordinary residents are those persons whose name was entered in the electoral rolls in 1972. In case of any polling stations where the electoral rolls for the year of 1972 is not available, electoral rolls for any nearest subsequent years which is available shall be taken for the purpose subject to necessary correction, if any, based on other relevant records as may be prescribed.
The fresh draft bill contents 11 articles specifying the terminology of Non-Local People, owner, pass and the number days at which the non-local can stay in the state. Those working under the Central Govt., State Govt. or local bodies are not covered under the new legislation provided that they produced their identity cards.
