G-5, a conglomerate of five proscribed outfits—KCP, KYKL, PREPAK, PREPAK (Pro), and the Koireng-led UNLF—has issued a joint press statement alleging bias by the Government of India and inaction by central security forces during key incidents of violence in Manipur since May 3, 2023.
In the statement, the group claimed that the situation in the state has remained highly tense following the outbreak of violence, which it attributed to attacks by what it termed “Kuki narco-terrorists.” It alleged that during several major incidents, including those at Dolaithabi, Nganukol, Haotak, and Tronglaobi, central forces present at the sites failed to intervene effectively, thereby not providing adequate support to state forces.
The G-5 further alleged that there is a growing perception among sections of the public that the Centre has shown favoritism toward the Kuki community. It also accused certain Meitei MLAs of maintaining silence over the developments.
The statement raised concerns over the alleged harassment of some police personnel who, it claimed, attempted to defend civilians during the initial phase of the violence. According to the group, some officers have been falsely implicated, while the reputations of others who acted with courage have been tarnished.
Highlighting the response of local communities, the G-5 stated that women and youth in various areas mobilized to defend their localities amid what it described as inadequate security support. It claimed that volunteers underwent self-defense training and that households prepared to protect themselves during the peak of the unrest.
The group also alleged that some individuals are now being labeled as militants for their involvement in local defense efforts, and claimed that members of civil society groups, including women’s organizations, have been accused of facilitating such resistance.
Referring to recent incidents, including the killings at Tronglaobi, the G-5 asserted that the violence reflects a larger and continuing conflict rather than isolated clashes. It maintained that addressing the situation requires substantial resources, coordination, and public support.
The statement further alleged that illegal activities, including drug trafficking, are contributing to the instability, while ordinary citizens are left to fend for themselves.
Paying tribute to police personnel posted in sensitive areas such as Moreh, the group specifically mentioned the late SDPO Ch. Anand, describing his actions against armed elements as courageous. It, however, expressed concern that some personnel may have faced pressure in the line of duty, while maintaining that many officers continue to serve with integrity.
The G-5 also appealed to legal professionals to ensure fair treatment of civilians in cases arising from the conflict and urged authorities not to target innocent villagers or impose financial burdens on affected families.
The G-5 called for recognition of police personnel who, it claimed, displayed exceptional bravery during the crisis, stating that failure to acknowledge such actions through national honors would be a serious injustice.
