Fund for BADF likely to be freeze as state government fails to submit UCs of over Rs. 630 lakhs

The Union Ministry of Home Affairs is likely to freeze release of second instalment fund for Border Area Development programme (BADP) as the government of India is still yet to submit utilization certificates (UCs).
In a communication to the state government by the Ministry of Home Affairs, it is stated that the Government of Manipur has not yet furnished the Utilization Certificates for an amount of Rs. 412.81 Lakh upto the year 2014-15 and Rs. 2200 lakhs for the year 2015-16.
According to the Union Home Ministry source, the release of funfs under Border Area Velopment Programmme (BADP) are linked to the submission of UCs of the entire amount released to the states during the previous year except the preceding year and submission of Quarterly Progress Reports of both Physical and Financial matters.
A source confirmed that the MHA released an amount of Rs. 18.37 crore in the year 2014-15 as first installment by deducting shortfall in the UCs of the previous year.
As per the guideline of the BADP, 2nd installment of funds will be released to the State Government after the month of October, only after furnishing of UCs to the extent of not less than 50% of the amount release during the preceding year and furnishing of quarterly progress report both for physical and financial up to the quarter ending September, 2016.
The MHA has directed the state government to submit UCs of the entire amount released for the year 2014 -15 and upto 50% of amount released during 2015 -16 and quarterly report upto quarter September 2016, so that the second installment is released at earliest.
