Former MLAs’ Association urges Governor to end re-engagement of retired officials

Imphal, Mar 3:

Manipur Ex-MLA Welfare Association has formally appealed to the Governor of Manipur to halt the re-engagement of retired government employees, citing concerns over administrative stagnation and youth employment opportunities. The association, led by its Working President, Prof. (Dr.) Nimaichand Luwang, submitted a representation highlighting the increasing trend of rehiring retired officials across multiple government departments, which they claim has created inefficiencies in governance.
The memorandum refers to a similar appeal made by the Manipur Government Services Federation to the Chief Secretary, calling for a complete cessation of re-employment practices. The issue has since gained public attention through widespread media coverage. The association pointed out that several retired officials have been reappointed to key positions in departments such as civil administration, police, engineering, and healthcare, potentially depriving younger professionals of opportunities.
While acknowledging that re-engagement may be necessary in exceptional cases requiring specialized expertise, the association insists that the practice must follow a clear and transparent policy framework. It warns that unchecked extensions and reappointments could hinder career growth for younger employees, foster administrative stagnation, and reduce the effectiveness of governance. Furthermore, the association strongly criticized the practice, calling it an example of corruption, nepotism, and lack of accountability. It urged the Governor to revoke any existing orders permitting re-employment, arguing that this step would enhance transparency, improve efficiency, and create better career prospects for deserving candidates.
In a related development, former MLA O. Joy Singh has also petitioned the Governor of Manipur, urging the cessation of appointments made under the doctrine of pleasure. He expressed concerns that continuing such appointments during President’s Rule, while the State Assembly remains in suspended animation, could lead to a constitutional crisis. He particularly pointed out that the Advocate General, who is appointed under the doctrine of pleasure, should no longer continue in office as the elected government is no longer functional.
O. Joy warns that failure to adhere to the co-terminus principle—which dictates that appointments end with the dissolution of the government—could result in governance irregularities and legal complications.
