The once upon a time nightmare faced by the people of the state of Manipur due to power blackout most of the time has been finally solved by the then government of Manipur after the establishment of Manipur State Power Distribution Company Limited (MSPDCL) and Manipur State Power Company Limited (MSPCL) in 2014. After the establishment of the two corporate department people of the state started enjoying regular power supply and many youths have been absorbed in the two corporate bodies to ensure nonstop power supply to the people. What is interesting is that those engaged and implementing the regulations are mostly from the trained and experienced staff of the state Electricity department which still is existing. Those serving in the state electricity department and has been on deputation at the two corporate bodies are facing humiliation when it comes to promotion line as per their experiences.
The state power department at present has only a few employees left after those who have been working had retired on superannuation. The employees who had joined the department from the rank of Section Officers (SO) for over 15 years have been serving in the same position with no increment in their salary as per the government service rule. There are also misunderstanding and objection from various sections of the corporate offices when formalities for the promotion of those in the state power department is being implemented. In short, those in the state power department are in the dilemma of their service career.
The long suffered technical staff of these departments sought the attention of the government to make their position secure provided that their service career are not humiliated.
Mention may be made that after the coming of the MSPDCL and MSPCL recruitment of staff for the electricity department has been stopped and by next 10 to 15 years there will be no staff left at the Electricity department as recruitment has been done by the corporate office as per their requirement.
In the present scenario, the careers of the staff of the Electricity department who have been a long sufferer now sees a dark spot as there is no normal promotion taking place.
Manpower recruited by the corporate office as grade I and II now has completed almost 6 years of service. This manpower recruited by the corporate office now is on the process for promotion as per their guidelines. However, the long suffered technical staff of Electricity department Manipur sees no hope of getting into the line of promotion as they have been neglected either intentionally or due to ignorance of the service rule by the government.
On the other hand, the electricity department Manipur keeps on re-engaging several staff which is in higher post repeatedly. Nevertheless, they have been occupying the position like a regular staff of the department which has effects to the young aspirant staffs. This is the right time to furnish the hierarchy of technical staff of the department. Intervention is the need of the hour by the competent government authority to makes those long sufferer atleast to hold the fruits for the seeds what they sowed. Government needs to be very wise and diplomatic to make these issues to have a happy ending.
