ECI delegation from Manipur explores electoral practices and democratic strengthening in Finland

A delegation from the Election Commission of India (ECI), Manipur, led by Deputy Commissioner of Bishnupur Pooja Elangbam, recently engaged in a productive exchange with top officials from the Ministry of Justice, Finland, and other key stakeholders in Helsinki.
The visit aimed to foster mutual learning on electoral processes and democratic governance was scheduled from December 7 to 12, 2025.
Pooja Elangbam presented an overview of India’s electoral system, while Finnish officials shared insights into Finland’s election management practices. The dialogue focused on innovations in voter registration, technology use, and accessibility.
The delegation also interacted with Demo Finland; a cooperative think tank of Finland’s political parties committed to advancing democratic values. Discussions explored strategies to strengthen participatory democracy and civic engagement.
At the University of Helsinki, the delegation discussed Finland’s political history and institutional frameworks with faculty members, gaining valuable perspectives on sustaining democratic traditions.
The delegation includes Somaya A. Shimrah, Booth Level Officer under ECI and Headmaster at ADC Ukhrul.
The visit aims to strengthen institutional collaboration and promote Knowledge exchange through engagements with Finnish policymakers, election authorities, and subject experts.
