As per the schedule fixed by the Election Commission of India, the Draft Photo Electoral Rolls of all 60 (sixty) Assembly Constituencies of the state was published today, by the concerned Electoral Registration Officers (EROs).
Speaking at the Press Meet held at the conference hall of the Chief Electoral Officer Manipur at Lamphelpat, Imphal, Pradeep Kumar Jha, Chief Electoral Officer, Manipur said that as per the Draft Electoral Rolls 2024, gender ratio stands at 1066 as compared to 1068 in Final Electoral Rolls, 2023 published on January 5, 2023. The Elector Population Ratio is recorded at 55.04% as compared to 57.35% in the previous rolls. The total number of electors as per draft electoral rolls is 20,08,432 showing a net decrease of 49,422 electors from the Final Electoral Roll 2023 which is 20,57,854. Polling stations have also been rationalized during pre-revision period by District Election Officers (DEOs) through field verification by EROs and in consultation with political parties. No new polling station was created while 17 Polling Stations have been shifted to better locations. The total number of polling stations remains at 2,955, he added.
Jha informed that the Special Summary Revision with respect to 01.01.2024 as the qualifying date starts from today with the publication of Draft Electoral Roll. Publication of Integrated draft electoral roll is on 27.10.2023. Period for filing claims and objections falls on 27.10.2023 to09.12.2023 and special campaign dates are 04.11.2023, 05.11.2023, 02.12.2023 and 03.12.2023. The disposal of claims and objections will be on 26.12.2023 and thefinal publication of electoral roll will be on 05.01.2024.
Further, CEO added that during this period, one can enrol, delete from, make corrections and apply for shifting of his/her name in the electoral roll. Application forms may be submitted to the Electoral Registration Officers, Assistant Electoral Registration Officers and Booth Level Officers through physical forms. Application forms may also be submitted online athttps://voters.eci.gov.inand Voter Helpline Mobile App, he added.
He said, applicants, becoming eligible with the prescribed age of 18 years and above with 1st January, 2024 as qualifying date and subsequent qualifying dates of the year i.e. 1st April 2024, 1st July 2024, and 1st October 2024 can submit their claims in Form-6, in advance, beginning from the date of draft publication of the electoral roll (i.e., 27th October, 2023). The applications received related to qualifying date 1st January will be processed as per schedule and electoral roll will be updated with final publication. While the forms/claims with respect to the three subsequent qualifying dates of the year, received in advance, during the Special Summary Revision (SSR) period and continuous updation thereafter shall be processed by the EROs under continuous updation during the relevant quarter, preferably in the first month of the quarter, he said.
Stating that in order to enrol more young voters in the electoral rolls, intensive activities will be taken up in Educational Institutions, Universities and Colleges during the Revision period, CEO said that Electoral Literacy Clubs will be activated, Special camps will be organized in Schools/Colleges/Universities/ to create awareness and facilitate registration of prospective voters in the electoral rolls. He also added that special drives will also be undertaken to facilitate Internally Displaced People to enrolled their names in the electoral rolls. Special campaigns will be conducted in Relief Camps to facilitate enrolment of the eligible voters and make the people aware of the importance of voting, he added.
Ahead of the Press Meet, CEO held a meeting with the representatives of all Political Parties on Special Summary Revision – 2024.CEO said that General Public/Electors and the representatives of Political Parties may inspect/verify the Draft Photo Electoral Rolls at the offices of the Electoral Registration Officers/Assistant Electoral Registration Officers and with all the Booth Level Officers (BLOs) and they may also visit Chief Electoral Officer, Manipur’s website https://ceomanipur.nic.in to inspect the Draft Photo Electoral Rolls.
Today, the CEO also flagged off a Mobile Publicity/Awareness Van and a pledge was taken to uphold the democratic traditions of the country and the dignity of free, fair and peaceful elections and to vote in every election fearlessly. The Mobile Publicity Van was launched by CEO Manipur in collaboration with Manipur Innovation Society (MIS) and targeted to reach every nook and corner of the state.
