Imphal, Dec 9: The All Meitei Club Organisation, Manipur (AMCOM) –a major component of Meitei Youth Front, South-East Asia ( MYFSEA) demanded the State Government to follow the Manipur State Darbar Act, 1932 which clearly says that the agricultural land of Meitei community should not come under the newly created district which can create communal hatred in the future.
Speaking to media persons at the office of AMCOM, Paona International Market, Ng Mangal, President of MYFSEA said that the state government has created 7 new districts which is a right move but in creating the new Kangpokpi District, the government have failed to fulfill their demands to preserve the agricultural land of the Meitei community as per the Manipur State Darbar Act, 1932.
Many of the Meitei community villages have come under the Kangpokpi District which was already under the Imphal-West District administration. It directly violates the Manipur Darbar Act, 1932, he added.
The President of MYFSEA also said that more than 20 villages settled by Meitei community have now come under Kangpokpi District, which is unacceptable under any circumstances. Many areas located within Sekmai Assembly Constituency have come under the newly formed district. State government must bring out the proper map of the newly formed Kangpokpi District which directly affect the Meitei community settled in nearby hill areas, he added.
The President further said that those Meitei communities who does not have any constitutional rights after the announcement of New district, the agricultural land must remain as theirs as per the Manipur State Darbar Act, 1932. The act must be rightly followed by the State government, he added.
Meanwhile, E Gyaneshwor, Assistant Secretary of AMCOM said that most of the Meitei villages of the Imphal-West district have been affected due to the creation of the Kangpokpi district as their land have been settled by the tribal people which is now included under the Kangpokpi District Map. AMCOM strongly condemn the new map of Kangpokpi District, he added.
Gyaneshwor also said that countless numbers of memorandums have been submitted to the state government regarding the preservation of the agricultural land of the Meitei community from being part of Sadar Hills/Kangpokpi District once it comes into effect. As the government has announced the new district, the exact map for the agricultural land of the Meitei community must be put before the public, he added.
The assistant secretary further said that on 5 April, 2011 a hearing was held at Chief Secretary where the proper documents and proofs were shown and have come to the conclusion to follow the Manipur State Darbar Act, 1932.
State government could have consulted the forum before deciding any state or district boundaries which could affect the Meitei community. The forum strongly condemns the formation of Kangpokpi District with the same map allocated for the Sadar Hills, he added.
Appealing the state government to follow the Manipur State Darbar Act, 1932 and to let the villages which was already under Imphal-West District as it is, the state government must hold full responsibility for any outcome in the future, including communal mob/riot.
State government should bring out the exact boundary map of the new district without crossing through any Meitei community and must follow the Manipur State Darbar Act, 1932.
