Dispute over department head appointment raises questions at Manipur University

Before one month ago, on a fine day, some internally displaced students in Manipur had heated arguments about bad manners and improper dress in the Department of Vocational Training and Skill Development in Manipur University. The internally displaced students felt humiliated by the comment by the Head (i/c) on improper dress of the students while entering his office. Even his office was locked by the angry students. The issue was suppressed with daily pressures of student life. However, the public remembers the question of headship of a department. Manipur University does not follow any rules in appointing Headship (in charge or otherwise); Headship is given on the personal whim of the Vice Chancellor.
Head (i/c) of Department of Vocational Training and Skill Development, Manipur University is one Asst Professor (on contract). In all the Departments, headship is given to a regular faculty member. How one person on contract could be given the post of headship? In some of the Departments in Manipur University, respective academic Deans are heading; in some other departments, regular Assistant Professors do the job. Yet, in a few Departments, Professors of other Departments are heading. The Department of Vocational Training and Skill Development was upgraded from the Centre for Entrepreneurship and Skill Development. The Centre was headed by abled and renowned Professors from other Departments. Suddenly, the present Vice Chancellor appointed one faculty member on contract as Head (i/c) of this very important Department. This is obviously an act of favoritism. Let the public mind answer why a person was favored.
Another question associated with the appointment of the person in question is about the nature of the post of Assistant Professor on contract. How one person could be appointed as Assistant Professors on contract? In all other Departments of the University, there are Guest Faculties. There is no Assistant Professor (on contract) as shown in the Official Webpage of the University. Even in the Department of Vocational Training and Skill Development, there are 9 Guest Faculties. There are 2 Assistant Professors (on contract) in this Department.
Though the issues around bad manners and lack of proper dress was suppressed, appointment of only a few as Assistant Professor (on contract) and appointment of one such Assistant Professor (on contract) as Head of a department definitely show a shade of favoritism.
