DC Imphal West orders emergency regulations to address post-hailstorm roofing material shortage

In the aftermath of the devastating hailstorm that struck on May 5th, 2024, causing extensive damage to properties, particularly residential homes, in the district, a surge in demand for roofing materials, notably CGI sheets, has emerged. Responding to this urgent need, authorities have swiftly implemented measures to regulate prices and facilitate fair distribution.
Under Secretariat: CAF & PD Order No EC-103/1/2021-CAFANDPD-CAFANDPD issued on May 6th, 2024, Deputy Commissioners across the State have been vested with the authority to oversee the pricing of roofing materials, specifically CGI sheets. This directive aims to curb exploitation and ensure accessibility at reasonable rates for all affected parties.
In an order issued by Deputy Commissioner Th. Kirankumar of Imphal West District, it has been outlined that, recognizing the pressing necessity for efficient management and equitable distribution of available roofing materials among genuinely affected families, the following regulations have been enacted, effective immediately from May 6th, 2024, to May 13th, 2024:
(a) All wholesalers, retailers, and establishments of any designation are mandated to remain operational on all days, including holidays and Sundays.
(b) Transparency is key, with establishments required to prominently display stock information, including brand, thickness, and prices, for public awareness. Additionally, a copy of this data must be furnished to the DC, Imphal West, through the District Supply Officer (DSO), CAF and PD.
(c) Pricing guidelines dictate adherence to market rates/prices of materials as of April 30th, 2024, or lower if applicable.
(d) Bulk purchases, including by private entities, are strictly prohibited at all centers/shops/establishments.
(e) Sales are exclusively reserved for families affected by the hailstorm, with meticulous records of transactions mandated.
(f) Oversight of operations at shops/establishments within the district will be conducted by the District Supply Officer, CAF & PD, Imphal West, in conjunction with a representative of the Superintendent of Police, Imphal West.
