With a view to consolidate the role played by the Institute of Development Studies, Manipur and the office of the Ombudsman (MGNREGA), Imphal West, a day long Interaction Programme on rural development was held at Khagempalli Panthak, Nganapithong, Imphal west on March 31.
Prof N. Mohendro Singh, Chairman IDS and RK Dllip Singh, Retd. Director (CCDU), Government of Manipur was the Chief Guest and President respectively. W. Iboyalma Singh, Retd. Director (CBWE), Government of India and Sh. Robindro Sharma, S.O, Rural Development and Panchayati Raj were the Resource persons of the interaction Programme.
W. lboyaima Singh pointed out the role played by IDS in promotion of the farmers, entrepreneurs and stakeholders in rural development activities by imparting suitable training programme and directly visiting to the rural areas of Manipur.
The MGNREGS is a flagship programme of the Government of India giving 100 days guaranteed employment opportunity to enhance the livelihood security of the unskilled workers in the rural areas. Sh. Robindro Sharma, S.O., reiterated the success stories of MGNREGS and also suggested measures to improve the functioning of the elected members and the officials while implementing the scheme at the grass root level.
Yumnam Laksman Singh, Ombudsman (MGNREGA), Imphal West pointed out that the Job Card holders of MGNREGS can submit/lodge any complaint, grievances to the Office of the Ombudsman relating to the work of the MGNREGS in the district. However, people are not fully aware of the existence of Ombudsman. For the time being, the Ombudsman is creating massive awareness and education programmes during the Social Audit at the Gram Panchayat level.
Prof. N. Mohendro Singh reiterated that there are specific problem and prospects for every village. For a better change in Manipur, we need a dear Policy, Power, Knowledge and Courage to develop functional relationship with the planners and the stakeholders. It was also strongly recommended for organising a state level seminar under SIRD for promotion of rural development activities in the state.
