The Coordination Committee (CorCom), an umbrella body representing various armed groups in the region, announced it would boycott the proposed visit of Prime Minister Narendra Modi to Manipur on September 13, 2025.
In a statement released by its Publicity Committee, CorCom claimed that the Prime Minister’s visit was not intended to restore peace, harmony, or development in the state, but rather aimed at fostering enmity between communities by exploiting proxy-war elements. In response, the group called for a total shutdown from 1 a.m. on September 13 until the Prime Minister departs, while exempting essential services including medical facilities, fire services, water supply, and religious rituals.
CorCom’s statement highlighted that since the outbreak of violence on May 3, 2023, Manipur has experienced one of its worst ethnic crises, with approximately 250 people killed and nearly 60,000 displaced. The conflict, they said, began with the All Tribal Students’ Union of Manipur (ATSUM) rally protesting a High Court directive on Scheduled Tribe status for the Meitei community, which led to counter-protests and clashes between the Meitei and various tribal communities, particularly the Kukis.
The group criticized the central government for its perceived indifference, alleging that ongoing restrictions, including highway bans, and the failure to restore internally displaced persons (IDPs) to Imphal, Moreh, and Churachandpur, have exacerbated tensions. CorCom also condemned the rising violence against women and children, citing reports of atrocities, including Kuki women being paraded naked, and alleged a growing influence of extremist elements in worsening the conflict.
The statement further noted that political developments, including the resignation of Manipur’s Chief Minister, imposition of special security laws such as AFSPA, and unfulfilled development promises, have deepened public distrust. CorCom warned that unless an inclusive and genuine dialogue addressing the grievances of all communities is pursued, Manipur risks further instability and intensified ethnic violence.
