COCOMI condemns Saiton Nganukon bomb attack, demands immediate investigation and accountability

The Coordinating Committee on Manipur Integrity (COCOMI) has strongly condemned the terrorist bomb attack on a civilian residence in Saiton Nganukon in the early hours of January 5, 2026, which left local villagers seriously injured. In a statement, the organisation described the attack as a deliberate assault on unarmed civilians and a grave violation of human rights, constitutional guarantees, and the rule of law.
COCOMI expressed alarm over the recurrence of such attacks and highlighted the persistent absence of preventive measures, timely response, credible investigations, and accountability by the deployed security forces and state administration. The body alleged that armed Narco-Terrorist groups continue to operate with impunity in the region, raising questions about institutional failures and possible security complicity through omission, negligence, or deliberate inaction.
The organisation criticised the state administration and security apparatus for failing to protect civilian lives, stating that the inability or unwillingness to identify, apprehend, and prosecute perpetrators reflected a dangerous normalisation of terror violence. COCOMI also noted that weeks after the Torbung terror attack on December 16, 2025, no official status report had been made public, and authorities had not disclosed the identities of the groups involved, progress in investigations, or any arrests or prosecutions, fostering public distrust.
COCOMI demanded an immediate, transparent, and time-bound investigation into the Saiton Nganukon attack, along with the public disclosure of findings, including accountability for officials whose acts of commission or omission enabled such attacks. It called for an official status report on the Torbung attack, concrete action against armed groups, and clear, enforceable assurances of civilian safety, particularly for vulnerable localities.
The organisation asserted that civilians cannot be expected to live under constant fear while the state acts as a silent observer and emphasised that failure to protect citizens constitutes a breach of constitutional, legal, and moral responsibility. COCOMI reaffirmed its solidarity with the victims and their families, urging immediate remedial action to restore public trust and safeguard civilian lives.
