CMO serious over recommendation of police personnel involved in drug haul case; directed CS, DGP to submit report within 10 days

Some officials in the state police department is likely to face the music for recommendation of a police officer for Chief Minister’s Police Medal for Gallantry who was arrested for his involvement in the transportation of drug consignment on April 28, 2013, as the Chief Minister N. Biren Singh led government is dealing the case with extreme seriousness. The CMO has directed to initiate inquiry to find out loopholes in the recommendation of police personnel for the CM’s Police Medal for Gallantry and submit the report within 10 days.

In an official note to the Chief Secretary and the DGP , Manipur, Secretary to the Chief Minister of Manipur, Ningthoujam Geoffrey had stated that recommending such an officer for a state level award reflects poorly on the Committee9s) constituted for examining nominations and finalizing them before submission to the government. The message is a clear indication of the Chief Minister’s intention to take up some action to safe the image of his government in the wake of the rumours about political interference on the War Against Drug.

The Secretary to the Chief Minister had also stated that for such matter that will reflect the image of the state government, there is a need to put in place, a fool proof system of antecedent & Character verification, vigilance clearance for personnel proposed for consideration of the awards and clear deadlines for processing the same , among others.

The Chief Minister office has directed the Home Department to institute an enquiry into the nomination of SI B. Debson Singh for conferment of the Chief Minister’s Police Medal for Gallantry and examine various aspects including , but not to restrict on whether due dillegence was followed by the committee while finalizing the recommendations. The enquiry should also see on whether the recommendations were reviews before submission to the government.

The directives means that while conducting the enquiry in connection to the nomination of Sub Inspector B. Debson Singh, all other nomination should also be checked to find out any loopholes.
