In response to the article titled “Bridge contractors condemn threat by MLA Leishiyo” published in The People’s Chronicle on April 13, 2025, and subsequent social media discussions, a clarification has been issued regarding the alleged threat made by the MLA, Leishiyo Keishing, to bridge contractors working on the 60-meter Steel Truss Bridge project over the Maklang River. The statement, released by the MLA’s Public Relations Officer, denies the claims and provides a detailed account of the events surrounding the April 9th inspection visit to the project site.
According to the official statement, the MLA, along with a team of officials, conducted a comprehensive inspection tour of ongoing development projects in Kamjong district, including the 50-bedded hospital, trauma care centre, and several key infrastructure initiatives. This included a visit to the Steel Truss Bridge project, which is seen as an essential link between Kasom Khullen Sub-division and Kamjong District Headquarters, and was sanctioned under the RIDF scheme in December 2022.
During the inspection, the MLA and his entourage stopped by the site near the Maklang River, where they were informed by a worker that the contractor was located across the river. Despite repeated attempts to contact the contractor via phone and messages, he failed to respond, even as the MLA and his team waited for over an hour. As daylight waned, the MLA’s team crossed the river to return home, but at the turn of the hillock, they encountered the contractor, who appeared inebriated and identified himself as Mr. Shimreingam A. Shimray. The contractor claimed to be a relative of former MLA MK Preshaw and mentioned that he had been subcontracted by the primary contractor, G. Pamei.
The statement further clarifies that, during the exchange, the MLA questioned the contractor on his failure to answer the calls and his qualifications to manage such an important project. The MLA expressed concerns over the subletting of the contract, highlighting that such arrangements were against established norms and could lead to subpar work, putting the public at risk. As per the CPWD/PWD guidelines, only authorized contractors with the requisite expertise are allowed to undertake such projects. The MLA subsequently instructed the contractor to vacate the premises due to his lack of authorization.
The clarification also addresses the serious concern of quality assurance in public works. The MLA’s office emphasized the need for contractors to adhere strictly to tender specifications and to use only high-quality materials, essential for the long-term success of the project and the safety of the local community.
It is stated that the allegations of threats or intimidation are without merit, based solely on misrepresentations aimed at tarnishing the MLA’s reputation. The MLA’s office denounces such politically motivated accusations and calls on the public to disregard the false claims.
This clarification serves as a reminder to the public and contractors alike about the importance of following proper procedures in the execution of developmental projects, ensuring both transparency and accountability in the process.
