The Union Ministry of Health and Family Welfare has confirmed that the Government Medical College at Churachandpur in Manipur became functional in 2022 with an intake capacity of 100 MBBS seats.
In a reply to Rajya Sabha Starred Question No. 284 raised by MP K. Vanlalvena on August 19, Union Health Minister Jagat Prakash Nadda stated that Churachandpur District Hospital was upgraded into a medical college under the Centrally Sponsored Scheme (CSS) for establishment of new medical colleges attached with existing district/referral hospitals. The scheme prioritises underserved and aspirational districts where no government or private medical college exists.
The Minister informed that the Churachandpur Medical College was approved on February 19, 2020 under Phase-III of the scheme, with a sanctioned cost of Rs. 325 crore. The Centre is bearing the entire share of Rs. 325 crore as per the 90:10 funding pattern applicable to North Eastern states.
According to official figures, the central government has so far released a total of Rs. 242.5 crore for the project—Rs. 2.37 crore in 2019-20, Rs. 163 crore in 2020-21, and Rs. 77.13 crore in 2021-22. Of this, the State Government has reported utilisation of Rs. 113.92 crore.
The Minister added that the responsibility for planning, execution, and commissioning of the college lies with the State Government, while the Union Ministry monitors the progress through periodic review meetings with state authorities.
Responding to queries about delays in infrastructure development at the designated site in Mata village, the Ministry reiterated that monitoring mechanisms are in place to ensure proper utilisation of funds and expedite construction works.
