Are jobs on sale at COHSEM?

Recruitment of employees at the Council of Higher Secondary Education Manipur (COHSEM) is being conducted in a skeptical manner, with concerns about irregularities in the appointment of vacant positions. The names of some recommended lists for appointment to various posts at COSHEM have been replaced, and COHSEM refused to provide the final lists of selected candidates.
As per a resolution of the Administrative Committee of the COSHEM, held on March 17, 2022, twenty-one (21) candidates have been recommended for appointment to various posts based on their merits. In that meeting, the DPC/Selection Committee also recommended 43 candidates for the waiting list. Interestingly, the names of the individuals who were recommended for appointment to various posts and those recommended for the waiting list are never made public.
The written test for the appointment of one post of Assistant Programmer (IT) redesignated as ASO (IT), 5 (five) posts of Lower Division Assistant (IT), 2 (two) posts of Data Assistant (IT), 1 (one post of driver and 12 (Twelve ) posts of Grade –IV was held on November 21, 2021 across various examination centers. The result was published on March 14, 2022. From among those who cleared the written test the DPC/ Selection Committee has recommended 21 (twenty-one) candidates for the respective post as per their merits. 41 (forty-one) candidates are also placed on the waiting list. The lists of the selected candidates and the candidates on the waiting list have never been made public. However, Imphal-Times managed to obtain a copy of the resolution of the Administrative Committee meeting of COSHEM held on March 17, 2022. The resolution copy contains lists of the recommended candidates for the respective posts, as well as those on the waitlists.
For reasons best known, the process for appointing candidates to the respective posts recommended by the Selection Committee was put on hold till the Manipur High Court directed the COSHEM to complete the recruitment in its order on October 31, 2023.
According to a source, the names of some recommended candidates for the respective post have been omitted, and some candidates from the waitlist have replaced them. Imphal Times, however, failed to get the officially declared lists of the selected candidates, which should be made public according to the RTI Act.
