The Director of Agriculture Laltanpuii Vanchhong has dishonored the Right to Information (RTI) Act 2005, by not providing the audit report of the Agriculture department. In a reply to an RTI application, the Director stated that her office is not the custodian of the audit report of the department she is in charge.
According to report, all the Government Department is the custodian of the audit report of its own department.
The said RTI was filed by Khumanthem Dhanachandra, an RTI activist of Naoremthong LaishramLeirak to Agriculture Department, Government of Manipur on 23rd September 2020 seeking copies of audit report of the agriculture department for the year 2017-18 & 2018-19.
The Activist told Imphal Times that the Director is intentionally concealing the facts relating to the audit report. If the audited report of the Agri Department is not held by the concerned department then which department/ board will held it ?
The activist further stated that the Agri Department also rejected his request to transfer the RTI application under section 6(3) of the RTI Act if that sought information is not available with the department. As per the Section 6 (3) RTI Act 2005 where an application is made to a public authority requesting for an information which is held by another public authority; or the subject matter of which is more closely connected with the functions of another public authority, the public authority, to which such application is made, shall transfer the application or such part of it as may be appropriate to that other public authority and inform the applicant immediately about such transfer.
