Imphal, May 11: 6 Chairman of Autonomous District Council Manipur today strongly opposed the state government decision for passing of the 3 ILPS related Bills terming it as anti- tribal and alleged the government of bypassing Hill Area Committee while in the passing of the Bills.
“The passing of the 3 Bills is in complete violation of the Article 371(C) of the Constitution of India”, said Dr. Yaronsho Ngalung, Chairman of the Autonomous District Council, Ukhrul, in a press meet held today at Manipur Press Club.
Dr.Yaronsho said Hill Area Committee is the representative body of the hill peoples of the state after it came into existence in 1971 under the Article 371 (C) when VB Giri was the President of India.
“We oppose the three Bills not for communal agenda but because the state government has never consulted the Hill Area Committee before passing it as those are related with Hill people”, Dr. Yaronsho added.
He also said that the 3 ILPS related Bills are not money Bills.
On the other hand the ADC Chairman also blamed the state government over its failure on devolution of powers to the Autonomous District Council. A memorandum expressing their grievances over the attitude of the state government has been submitted to the prime Minister of India as well as to the Union Minister for Rural Development.
In the memorandum submitted to the Union Home Minister it has been stated that smooth functioning of the ADCs has been hampered as the post of Executive Director has been reverted to the Deputy Commissioner of the Districts.
“After successful conduct of the election of ADCs in 2010 and as a part of decentralizing of power, the state government issued an order that assigned the Chairman of the ADCs a the Chairman of the DRDAs followed by an order of appointing CEOs as Executive Directors in their respective Hill districts. The arrangement was wholesome and it works with no clash of institution between ADCs and DCs office till 2012. But as the ED has been reverted to the DCs institutional clash between the office of the DCs and the ADCs now hampered the smooth functioning of the ADCs”, the memorandum signed by the 6 ADC chairmen stated.
He further added that state government has not been taking due consideration for devolution of powers to the ADCs for their narrow minded political gain.
Dr. Yaronsho Ngalung further said that the state government has not allotted any budget for the ADCs in the last Legislative Assembly session even as the central government has sanction monetary allocation.
He said that the 6 chairmen of Autonomous district council (ADCs) Manipur has also submitted a memorandum to the Prime minister of India requesting for allocation of appropriate funds under 14th finance commission recommendation.
