Social activist and peace cyclist Malem Thongam has appealed to Chief Minister Yumnam Khemchand Singh to take effective measures to ensure the constitutional right to free movement and safe passage for all citizens travelling through Kangpokpi district.
In a press statement issued on Friday, Thongam noted that the Chief Minister is scheduled to visit Kangpokpi on August 8 to meet representatives of various organisations and local community leaders. He urged the Chief Minister to address the difficulties allegedly faced by Meitei, Naga and Tangkhul people while travelling along National Highway-2 through Kangpokpi district.
Thongam also appealed to Kuki-Zo organisations in the district, including the Committee on Tribal Unity (COTU), to uphold the fundamental right to freedom of movement guaranteed under Article 19(1)(d) of the Constitution.
Referring to his 77-day Delhi-to-Imphal Peace Solo Ride undertaken between October 2 and December 19, 2025, Thongam said he was unable to travel through Kangpokpi after a press statement issued by COTU on December 17 and subsequent warnings reportedly raised security concerns over his passage.
He further alleged that restrictions on movement along the highway have resulted in higher transportation costs, difficulties in securing transport, and incidents of intimidation and violence, adversely affecting travellers, particularly members of the Meitei, Naga and Tangkhul communities.
Expressing concern that the conflict in Manipur has continued for more than three years, Thongam urged the State Government to prioritise the restoration of free, safe and unhindered movement, stating that protecting the constitutional rights of all citizens should remain an urgent governance priority.
