98.52% of land records computerised in six valley districts - David Elangbam

The Directorate of Settlement and Land Records, Manipur, has achieved 98.52 per cent computerisation of land records across the six valley districts, with 596 of 605 revenue villages covered, Director David Elangbam said at the 18th session of the “Meet the Press” programme held at the DIPR auditorium today.

David Elangbam said eight online services are operational through the e-Land Manipur portal and the LR Manipur mobile app, launched in August 2026, to improve transparency and reduce delays in land-related transactions.

The services include online land revenue payment through Loucha Pathap, applications for land allotment and change of land use, land acquisition processing, digital property registration through the National Generic Document Registration System (NGDRS), and revenue case management. The department has set November 30, 2026, as the deadline for completing computerisation of the remaining revenue villages.

Bishnupur and Thoubal have achieved 100 per cent computerisation, while work remains in Imphal East, Imphal West, Jiribam and Kakching. The department has received Rs. 6.99 crore under the Digital India Land Records Modernization Programme (DILRMP), against which utilisation certificates for Rs. 6.78 crore have been submitted.

The Director said 1,451 cadastral maps from the 1960 survey had been digitised and geo-referenced, while digitisation of another 317 maps from the resurvey of 133 revenue villages was about 97 per cent complete. The remaining work is targeted for completion by October 31, 2026.

The department also plans to digitise old registration documents and make related services available through the NGDRS portal by June 30, 2027. A proposal worth Rs. 7.55 crore has been submitted under DILRMP 3.0 for 2026–27 to 2030–31.

Among the proposed initiatives are modernising a Sub-Registrar office as a Registration Seva Kendra, integrating land records, cadastral maps and registration data through a GIS-based system, and computerising revenue courts to enable online filing and tracking of cases.

The department is also exploring consent-based linking of Aadhaar and mobile numbers with Records of Rights to send landowners SMS alerts about property transactions, helping them detect suspicious activity.

Highlighting the challenges of land administration, particularly in the hill areas where extensive tracts remain unsurveyed, David Elangbam said the department was exploring differential GPS, drones, LiDAR and GIS technologies to improve surveying accuracy and speed. It is also seeking financial assistance for survey and resurvey activities from the concerned Central ministries.

He said the initiatives aim to improve access to land records, strengthen transparency and modernise land administration across Manipur.

Joint Secretaries Lanjoy Thoudam and Chandam Bobo, SDC N. Amarjit Singh and Ranjit Maisnam attended the press meet.
