The Government of the People’s Republic of Nagalim (GPRN) has issued a notification cautioning valley-based armed organizations in Manipur against interfering in developmental projects and activities meant for the Naga Hill areas. The notification, signed by Capt. (Retd.) Th. Rainam, Cabinet Secretary to the GPRN, emphasized the need for mutual respect and non-interference between communities to ensure smooth progress and equitable development.
According to the official notification, the GPRN expressed serious concern over what it described as “illicit working systems” between certain valley-based armed groups and departmental authorities, which are “directly or indirectly hampering developmental projects and activities” in the hill regions. The statement made it clear that the hill people have not and will not interfere in any developmental initiatives in the Manipur Valley and therefore expect the same level of respect and non-interference in return.
The GPRN further cautioned that valley-based armed organizations “do not needlessly encumber themselves with projects earmarked for the Hills,” urging them to respect territorial and administrative jurisdictions. It also reminded government departments to remain sincere and dedicated in carrying out their administrative and developmental duties without external influence or coercion.
The notification underlined that respecting the sentiments of all communities will go a long way toward fostering genuine coexistence and balanced development across both hill and valley regions. It reiterated that cooperation, rather than interference, is essential for achieving progress and harmony.
This directive was issued in continuation of earlier instructions from the Ministry of Kilo Affairs, namely the Directive dated March 11, 2025 (Memo No. 23-23/23-24/DIRCT/MKA/GPRN), and the Order dated August 26, 2025 (Memo No. 42-05/25-26/ORDR/MKA/GPRN).
Copies of the notification have been circulated to the offices of the Yarutwo, Kedallo, Ato Kilonser, Deputy Ato Kilonser, the Convener of the Steering Committee, and the Ministry of Kilo Affairs, with directions for wide publicity and strict implementation.
