20 legislators from Manipur to attend Parliamentary training

Imphal, April 4: 21 elected legislators of the 11th Manipur Legislative Assembly will be attending the orientation programme for legislators to be held at Bureau of Parliamentary Studies and Training (BPST), Lok Sabha Secretariat, New Delhi from April 5 to April 7 this year. Speaking to reporters, Speaker of the Manipur Legislative Assembly Yumnam Khemchand said that the Orientation Programme aims for promotion of deeper understanding appreciation of the constitutional role and position of the Parliament as the supreme representative institution and to familiarizing the members more closely with the operational mechanisms, parliamentary traditions, conventions and etiquette. The speaker further stated that the Orientation programme will consist of interactive discussion sessions on the themes of parliamentary procedural interest where important topics relating to the parliamentary processes and procedures will be deliberated. Topics on Problems faced by New members, How to be an effective Legislators, Parliamentary customs, conventions and Etiquette, Privileges of Legislators and their members, Parliamentary Committees with special reference to Departmentally related Standing Committees, Financial Committees, Parliament questions, Procedural devices available to members to raise matters of urgent public importance on the floor of the house, legislative process, budgetary process, amenities and facilities available to members etc. Almost all the legislators are newly elected members except for MLA RK Imo of Sagolbandh Assembly constituency who got elected for the second times. Speaker Yumnam Khemchand will lead the team. Among those legislators attending are PHED Minister Losii Dikho, IFCD Minister Letpao Haokip, TD and Hills Minister N. Kayisii, Education Minister Th. Radheshyam, Parliamtary secretary L. Suchindro etc. Five officials of the Manipur Legislative Assembly Secretariat including Joint Secretary, Under Secretary, translators etc.
