Is the Health Directorate not happy with CMHT?

In his maiden speech, on occasion of the 46th Statehood Day celebrated at 1st MR Ground, Chief Minister N. Biren Singh had categorically stated that there seems to be some element who does not want to see the good image of his government which is completing one year in March 15 this year. N. Biren Singh was referring to the recent twin blast that occurred near M-Sector, in the heart of Imphal city, which injured a lady sweeper. He was serious and even assured that a high level committee will be constituted to find out who are behind the inhuman dreaded act.
Chief Minister N. Biren Singh was somewhat right. Not every people in the state seem to be happy with the kind of good work taken up by his government in less than 10 months. An idle man is notice by nobody, but a man of action is the attraction of all people. There will be criticism – both in constructive ways and destructive ways for those people who acted. But no one will ever remember an idle man or say a man who did nothing for the society. Newspapers and electronic media keeps on mentioning the name of Chief Minister N. Biren Singh and his ministerial team almost every day because he along with his team is doing many things for the people in this short period.
The latest being the launching of the dream project “Chief Minister Gi Hakshelgi Tengbang (CMHT)”. This pioneer scheme is perhaps what every poor in the region have been expecting. How it works and will implement is another thing needs to be monitor but the scheme is for the poor people. This scheme will provide poor and needy person upto to an amount of Rs. 2 lakhs for treatment expenditure. Almost all people in the state irrespective of differences in political ideology need to appreciate such kind of good initiative.
However, the launching day of this programme turned ugly scene as female ASHA workers burst out their anger. It was shocking to learn that the ASHA workers burnt clothes distributed to them in front of the Indoor Stadium Khuman Lampak to express their anger minutes after Chief Minister N. Biren Singh and other ministerial colleagues left the spot.
As reported in this paper, it is a fact that the kind of protest which turn ugly scene to the launching of the dreamt scheme of the N. Biren Singh led government was due to incompetency of the State Health Directorate in organising the launching programme of CMHT.
N. Biren had already stated that there seems to be someone or groups who are not happy with the kind of good works being taken up by his government. There is reason to believe in what the Chief Minister had stated as people in the reason felt in the similar way. Taking note on he had stated it is logical to assume that some people seem to be not happy on the launching of the state government CMHT.
Now the question, we in the Imphal Times wanted to know is that – Is the Directorate of Health Services, Manipur not happy with the Chief Minister’s new scheme to help the poor and needy?
This is being raise because – a managed like demonstration, that too from a group of ASHA workers which is under the directorate protest to turn the whole event ugly. Why the Health Director, who is responsible for controlling the ASHA didn’t try to prevent such protest on a very auspicious occasion of the state government?
This paper had reported yesterday that, the actual cause of the protest by ASHA was due to incompetency of the Health Directorate in organising such programme. Those ASHAs were already angry as they were not provided even snacks after the function. They were reportedly brought promising lunch by the authority of the State Health Directorate. The demand put up by the ASHA workers is a different story which was compelled to throw as the cause of the protest. But the real cause of the protest was different.
If the Chief Minister is serious, an inquiry on what led the protest to malign the image of the government should be immediately constituted. Bias attitude of someone heading an important government department is a serious threat to the government itself.
