Has Manipur Police stature diminished due to its own doing?

Manipur Police has released a statement condemning the actions of Arambai Tenngol. Their statement claims that the incident of attacking the senior police officer and his associates was orchestrated to protect armed miscreants who snatched two vehicles at the heart of Imphal. Their statement stresses two points. First, it highlights that Manipur police personnel, especially those attacked by AT, have been working tirelessly to ensure law and order in the state. Second, Manipur police allege that AT is engaging in unlawful activities.
There is no doubt that Manipur police have worked tirelessly to guard the villages in the periphery. However, it should also be acknowledged that due to the incompetency of Manipur police, the violence of May 3 last year spiraled out of control. Later, Manipur police indeed fought to defend the villages under attack, but it was evident that they were outgunned and out skilled while facing the Kuki militants. Given all these reasons, there is a widespread feeling that if left alone to the police, the people would have lost everything. Such a situation has led to the rise of armed militia groups in the state. Additionally, the comment of IG, K Jayanta, suggests that if the situation does not come under control by the state forces, the center’s armed forces will have to be deployed. There are already lots of central armed forces in Imphal, and when needed, they are deployed to injure protesters with the intent to disable them. They have acted severely against students, volunteers, and activists who staged protests against the government. The question arises: why is IG saying this regarding AT? Have they truly lost control over the valley?
This question leads us to the next point: Manipur Police is asserting that AT has engaged in “many anti-social activities and criminal acts.” Their statement adds, “Besides, AT is engaging in many anti-social activities like assaulting civilians, snatching vehicles from public/government officials. They are also extorting money from the common public and businessmen.” This remark is made to show that Manipur Police are in touch with the situation on the ground. However, what is surprising is that despite knowing all this, there seems to be no action against the armed miscreants who are engaging in all of these using powers vested in them to prevent unlawful activities.
Moreover, Manipur Police has stated that “the use of social media to target any officer or unit will be strongly dealt with by taking up cases and action.” So, they will take out their anger against social media users who are critical of the police and spreading false information about its officials, but they have not arrested anyone who assaulted and kidnapped a senior police officer and his associates. What is stopping them from arresting those miscreants who are attacking the police personnel?
Overall, the statement condemns the illegal activities by an armed group. The question is: why is the police condemning and commenting as if it is a civil society organization instead of acting through lawful means to arrest those involved in these illegal activities? Furthermore, such a statement by Manipur Police serves to bring down its stature to the level of armed groups.
