Addressing Allegations of Bias and SoO Cadres’ Role in Manipur’s Crisis

The conflict in Manipur continues to be marred by accusations of bias against security forces and concerns over the involvement of Suspension of Operations (SoO) cadres in violence. These allegations, coupled with the recent claim by the NSCN-IM that the Superintendent of Police (SP) of Ukhrul has aided the Kukis, highlight issues eroding peace efforts in the state. The Manipur police have denied these charges, but the situation reflects the fragile trust between the public and the security establishment.
One of the most contentious issues in Manipur is the perception that central forces favor the Kuki community. Reports from affected areas suggest that these forces have shielded Kuki militant groups during the conflict. Despite denials by the state and central governments, this perception persists. The matter has gained attention at national levels, with demands for greater transparency and accountability. High-level discussions in New Delhi have addressed these concerns, but concrete actions remain absent. The lack of official clarification or measures to address these grievances intensifies mistrust and lends weight to the allegations.
The SoO agreement, aimed at disarming militant groups and encouraging dialogue, has faced criticism for alleged misuse. Claims that cadres under this agreement are participating in violence have raised doubts about its implementation. The state and central governments have denied such involvement, but local accounts suggest otherwise. Community leaders and organizations have reported incidents where armed individuals linked to SoO groups have been seen in violent activities. No comprehensive investigation or official report has been conducted to address these allegations. The absence of a formal inquiry diminishes the credibility of the agreement and aggravates public resentment. An independent investigation into these claims is necessary. Such a step would clarify whether the agreement is being adhered to or if its terms are being violated. Without this, the SoO framework risks being viewed as a failed peace initiative.
The accusations against the Ukhrul SP reflect the challenges faced by law enforcement agencies. Allegations of bias, whether substantiated or not, weaken public confidence in the police. Such perceptions make it harder for officers to maintain neutrality and enforce the law effectively. Although the police have denied the allegations against the Ukhrul SP, the lack of mechanisms to address these accusations fuels doubts. Ensuring accountability through independent oversight could strengthen trust in the police and other law enforcement agencies.
To address these issues, the government must take measures to restore public confidence in the security forces and the SoO agreement. Independent investigations into the involvement of SoO cadres and the alleged bias of central forces are crucial. Making the findings of these inquiries public would reassure communities that their concerns are being addressed. The implementation of the SoO agreement should also be revisited. Clear terms, strict enforcement, and regular monitoring are needed to prevent its misuse. Security forces deployed in ethnically sensitive areas must receive training to operate impartially and avoid perceptions of favoritism.
Manipur’s crisis stems from deep-seated mistrust and unresolved grievances. Allegations of bias against security forces and the alleged involvement of SoO cadres in violence further strain an already fragile situation. The government must act decisively by initiating independent investigations, ensuring accountability, and strengthening oversight of peace agreements. These measures are essential for rebuilding trust and paving the way for lasting peace in the region.
