The Manipur Commission for Protection of Child Rights (MCPCR) has urged the Deputy Commissioner of Kangpokpi district to immediately grant formal recognition to the Makhan Internally Displaced Persons (IDP) Relief Camp, warning that the absence of official recognition has deprived displaced families, particularly children, of access to essential government relief and welfare services.
In a recommendation issued on July 15, following a visit to the relief camp on July 10, MCPCR Chairperson Keisam Pradipkumar said the Commission had assessed the living conditions at the camp and found that internally displaced children continue to face significant challenges in accessing education, healthcare, nutrition and child protection services.
According to the Commission, the Makhan IDP Relief Camp was established on the intervening night of May 14 and 15, 2026, following the recent communal violence. The camp currently shelters 173 internally displaced persons belonging to 62 families, including 84 children.
The Commission observed that the camp has not yet been formally recognised by the district administration, resulting in its exclusion from regular government relief programmes and basic public services. As a result, displaced families have been relying largely on community support for their daily needs.
Expressing concern over the impact on children, the Commission stated that the lack of institutional support has affected their access to education, healthcare, nutrition, child protection services and other basic entitlements guaranteed under various government welfare schemes.
Apart from recommending immediate recognition of the relief camp, the Commission also urged the district administration to examine the feasibility of relocating the camp to a safer and more suitable site. It noted that the displaced families have expressed a preference for relocation to the Indira Gandhi National Tribal University (IGNTU) Regional Campus at Makhan, subject to administrative feasibility.
The MCPCR further recommended that the district administration ensure regular supply of food, safe drinking water, healthcare, educational facilities, nutritional support, child protection services and Mental Health and Psychosocial Support (MHPSS) for camp inmates. It also called for facilitating access to all eligible social protection measures, including benefits under the Mission Vatsalya Sponsorship Scheme.
