PREPAK claims responsibility for bomb attacks, issues threats to former Minister and officials

The proscribed People’s Revolutionary Party of Kangleipak (PREPAK) has claimed responsibility for the recent bomb attacks at the residences of former Minister Bijoy Koijam and Phurailatpam Bhavananda Sharma, Chief Executive Officer and District Programme Coordinator of Thoubal District, while issuing threats against them and several government officials.

In a statement signed by Mangal Khuman, Publicity Officer, Department of Publicity and Propaganda of PREPAK, the outfit claimed that its armed wing, the Red Army, planted bombs at Bijoy Koijam’s residence on June 28 and July 4, 2026. It stated that the devices did not explode and described the incidents as warning actions. The outfit alleged that Koijam was working as an agent of India’s Research and Analysis Wing (RAW) and the Intelligence Bureau (IB) and accused him of assisting security forces in identifying members and families of PREPAK’s Red Army. The outfit directed the former minister to cease the alleged activities and appear before the organisation within seven days, warning that failure to do so would invite action by what it described as the “People’s Court.”

PREPAK also claimed responsibility for the bomb explosion at the residence of Phurailatpam Bhavananda Sharma on the night of June 26. The outfit alleged that Sharma, along with Sanjenbam Seema Devi, Block Development Officer of Wangjing Tentha C.D. Block; Kh. Rakesh Singh, Junior Block Development Officer of Wangjing Tentha C.D. Block; Kiromani, Block Development Officer of Lilong Block; and Surma Devi, Block Development Officer of Thoubal Block, was involved in financial irregularities related to MGNREGA works for the 2025-26 financial year.

The statement alleged that the officials manipulated records following the dissolution of Gram Panchayat Administrative Committees and Zilla Parishads pursuant to a court order dated August 29, 2025. It further alleged that committees were formed to facilitate the misappropriation of public funds and that money was illegally collected in connection with the issuance of Administrative Sanctions and Technical Sanctions.

The outfit directed Bhavananda Sharma and the other officials named in the statement to appear before the organisation within five days, alleging their involvement in the purported financial irregularities and warning of further action in the event of non-compliance.
