The Campaign for Just & Fair Delimitation (JFD), through its representative Kangjam Maharabi, secretary in-charge of IPR, submitted memorandums in New Delhi on May 19, 2026, to the President of India, the Prime Minister, the Union Home Minister and the Registrar General of India demanding immediate updating of the National Register of Citizens (NRC) in Manipur and postponement of the Census process until normalcy is restored in the state.
JFD also submitted a reminder copy of an earlier memorandum that had been submitted to the Union Home Minister on December 15, 2025.
According to the organisation, the Manipur Government has announced that Housing Census (Yumkok) will begin from August 16, 2026, under the supervision of the Ministry of Home Affairs, Government of India, while Population Enumeration (Meekok) is scheduled to commence from February 1, 2027.
JFD stated that conducting the Housing Census and Population Enumeration under the present situation in Manipur could result in inclusion of illegal immigrants who have allegedly entered and settled in the state over a long period of time. The organisation argued that once their names are included in the census records, such persons could later claim Indian and Manipuri citizenship status under the law.
The organisation further stated that the indigenous people of Manipur are already facing challenges relating to identity, resources and survival, and alleged that unchecked infiltration has created serious demographic concerns in the state.
JFD urged the Government of India and the Manipur Government to first complete the NRC update process and identify and detect illegal immigrants before conducting the Housing Census and Population Enumeration in the state.
The organisation said the memorandums were submitted to mount public pressure on both the Central and State governments to ensure that NRC updating is carried out before any census exercise begins in Manipur.
JFD also warned that failure to address the issue and protect the interests of the indigenous people of Manipur could further intensify public resentment in the state.
