The People’s Empowerment Network (PEN) has levelled serious allegations of large-scale diversion and misuse of food grains under key welfare schemes in Churachandpur and Pherzawl districts, placing urgent demands for accountability and immediate corrective measures.
In a statement issued by its president Stephen Naulak and Sl. Mang Haokip, the Network alleged that officials of the Consumer Affairs, Food and Public Distribution (CAF & PD), Imphal, in collusion with transport contractors, had been systematically diverting rice allocated under the National Food Security Act (NFSA) and the Open Market Sale Scheme (Domestic).
The organisation stated that its ongoing investigation had established what it described as “clear and undeniable” evidence of malpractice in the handling and distribution of essential food grains meant for vulnerable populations, particularly those affected by the Manipur Violence of May 3, 2023.
According to the statement, the Network had already issued a five-day ultimatum seeking a public apology from those involved. It asserted that complaints from the public regarding irregularities in the distribution system had been persistent and widespread, pointing to what it characterised as a deeply entrenched scam affecting both districts.
Placing its demands in sharp focus, PEN urged that all allocations of rice under NFSA and OMSS (D) be immediately suspended until a comprehensive review and corrective mechanism is put in place. It further called for strict action against those found responsible and insisted on full restoration of transparency and fairness in the public distribution system.
The Network also conveyed that it had initiated consultations with various civil society organisations and would intensify engagements to collectively address the issue. It indicated that public awareness campaigns and consultations would be conducted across affected areas to expose the alleged scam and mobilise public scrutiny.
Maintaining a firm stance, PEN cautioned that it would not tolerate exploitation of vulnerable communities and stressed the need for urgent intervention by authorities. It appealed to all stakeholders, including government agencies and civil society groups, to extend cooperation in ensuring accountability and safeguarding food security in the affected districts.
