Haomee seeks SIR in Manipur ahead of delimitation

A joint memorandum submitted to the President of India by the Federation of Haomee called for the implementation of a Special Intensive Revision in Manipur before the execution of the delimitation process, citing concerns over social unrest and the alleged growth of illegal immigration.
In the memorandum, the Federation introduced itself as a GAM society organisation representing aboriginal people of Manipur who form part of the traditional social structure of 7 Yek-Salai of the erstwhile Manipur kingdom. It stated that the organisation comprises 25 genetically bonded tribes, including Anal, Chiru, Chothe, Inpui, Kabui, Kharam, Khoibu, Koireng, Kom, Mao, Maram, Maring, Meetei, Monsang, Moyon, Paumai, Purum, Rongmei, Tangkhul, Thangal, Liangmai, Lamkang and Zeme.
The Federation stated that Manipur has been witnessing what it described as enormous and untraceable influxes of illegal immigrants, particularly Chin-Kuki-Zo from Myanmar and Muslims from Bangladesh, over the past few decades, with the trend becoming pronounced after 1950. It claimed that the situation had created fear among aboriginal communities and had gradually undermined their land rights, demographic balance and access to facilities.
According to the memorandum, the organisation supports the Union Government’s initiatives to curb illegal immigration and safeguard the rights of lawful Indian citizens. It pointed out the need for stringent detection of fake Aadhaar cards and alleged forgery of electoral rolls, which it described as a serious challenge to democratic processes in the state.
The Federation further referred to the extension of the Inner Line Permit system to Manipur on 11 December 2019, stating that the measure was introduced to protect indigenous identity, land, resources and associated privileges. It maintained that a Special Intensive Revision of electoral rolls was the most effective means to identify illegal immigrants and detect fraudulent enrolment in voter lists and Aadhaar records.
Urging presidential intervention, the Federation requested that the Special Intensive Revision be implemented in Manipur during 2026, before delimitation is carried out. It stated that elections could only reflect the will of the people if conducted with the participation of genuine Indian citizens and sought consideration of its representations in the larger interest of Manipur and the country.
