Manipur has implemented one of the most rigorous verification protocols in the country for the issuance of Aadhaar to adults, aligning closely with guidelines set by the Ministry of Home Affairs (MHA) and the Unique Identification Authority of India (UIDAI). The state’s stringent approach aims to ensure that Aadhaar is issued only after thorough scrutiny of each application.
This was revealed during a high-level review meeting held at Raj Bhavan, Imphal, today, chaired by the Governor of Manipur. The meeting was convened to assess the status of Aadhaar enrolment, updation, and related services in the state. Chief Secretary, senior officials from the Home Department, UIDAI, Social Welfare and Education Departments participated in the discussion.
According to the deliberations, every adult Aadhaar application in the state undergoes a mandatory review at the State Headquarters, specifically in the office of the Special Secretary (Home). A UIDAI official present at the meeting remarked, “Manipur’s adult Aadhaar process is perhaps the most stringent in the country.” The robust checks are aimed at preventing any illegal foreign nationals from obtaining Aadhaar identities.
To further enhance the integrity and security of the Aadhaar ecosystem, Manipur has enforced two mandatory biometric updates—MBU-1 between the ages of 5 to 7, and MBU-2 upon attaining the age of 15. These updates, which are free of charge, are crucial in keeping Aadhaar data current and functional.
Officials stated that these measures ensure the reliability of identity data and facilitate uninterrupted access to government and financial services, while also curbing potential misuse. The rigorous verification process adopted by the state is seen as a key step in safeguarding both identity integrity and national security.
