The District Administration Kakching in collaboration with the District Police, 28 Sector Assam Rifles, Indian Red Cross Society and District Level Government Departments today successfully conducted Civil Defence Exercise and Rehearsal under ‘Operation Abhyaas’ at the Deputy Commissioner’s Office Complex in Kakching.
The mock drill was organised with the objective of enhancing disaster preparedness and improving inter-agency coordination during emergencies. The mock drill was conducted in the presence of Rohit Anand, IAS, Deputy Commissioner, Kakching; Priyadarshini Laishram, MPS, Superintendent of Police; P Shantikumar, Additional District Magistrate; Kherdananda Potsangbam, SDO Kakching, U Chaitanya, IAS, SDO Waikhong; Binoy Chongtham, Additional SP (Ops), along with other District Level Officers.
Speaking on the occasion Rohit Anand said it is the responsibility of government personnel, health officials, sub-division officers and medical staff to act as first responders during emergency situations. He said these officials should take the lead in guiding the public and coordinating the actions during crisis.
The DC further said the event provided a basic understanding of the actions to be taken during emergencies, the officials to be contacted and the individuals responsible for various roles. He stated that, under the guidance of the State Department and the Relief and Disaster Management Department, more such mock drills will be conducted. While the current exercise focused on a specific scenario, similar drills covering a variety of emergency situations are planned for the future.
The DC further asserted that essential services like hospitals, sub-division offices, office of the District Magistrate and police departments should be operational during any crisis. He highlighted the importance of the Medical Department stating that the department’s responsibilities will be much more intense during real emergency. While evacuation process is important, it will be ineffective without timely first aid, he added
Today’s mock drill exercise simulated emergency like situations including sounding of air raid sirens, enforcement of blackout protocols, response to mock air raids and bomb threats. Vital installations were camouflaged as part of the precautionary measures. The simulation also included managing fire outbreaks, carrying out search and rescue operations, evacuation of casualties and the setup of a temporary hospital to treat the injured.
Personnel from the Police Department conducted demonstrations of air raid response, blackout drills, and evacuation procedures. A stun bomb demonstration was also carried out at the venue. The Border Security Force (BSF) extended support, while the Health Department, led by the Chief Medical Officer, facilitated the deployment of ambulances, paramedical staff, and provision of first aid services as well as medical evacuation.
A total of approximately 60 volunteers from the Indian Red Cross Society, Kakching District Branch. Additionally 40 students from the Grace Cottage Academy Kakching (Junior Red Cross), Martin Grammar School Kakching (Junior Red Cross) and Kha Manipur College Kakching (Youth Red Cross)took part in the mock drill.
Also, 34 NCC cadets and ex-cadets from Kha Manipur College Kakching, along with 4 instructors, 29 NCC cadets from Grace Cottage Academy Kakching, and 20 NSS volunteers from Kha Manipur College Kakching (10 from NSS Unit I and 10 from NSS Unit II) took part in today’s drill.
