Manipur police have called for stronger public involvement in addressing widespread illegal activities causing severe economic and psychological distress in the state. Speaking at a press conference, IGP (Intelligence) K Kabib outlined ongoing preventive measures but admitted that organized extortion networks remain active despite these efforts. He emphasized the critical role of public cooperation in reporting such crimes to help curb the menace effectively.
To strengthen their fight against extortion, Manipur Police have set up an anti-extortion cell led by ADGP (Law and Order), with all Zonal IGPs as members. This cell will oversee operations across the state. Additionally, 15 specialized crack teams have been deployed in districts to target extortion activities, working in coordination with other security agencies. Over the past year, authorities have made significant strides, arresting 121 individuals directly involved in extortion and over 250 members of underground groups linked to the crime.
K Kabib urged residents to report any instances of illegal money demands, assuring that informants’ identities will remain confidential. He cautioned against moral policing, noting intelligence reports that suggest such activities often mask covert extortion. Instead, citizens should report suspicious behavior to law enforcement agencies for proper handling.
Kabib also highlighted that since the crisis erupted in May last year, various underground groups and criminal gangs have persistently demanded money under the pretext of donations. Extortion has now spread to national highways, markets, schools, and institutions, where illegal taxes are imposed. These groups are also involved in kidnappings, grenade attacks, and threats by phone, which have left ordinary citizens facing economic hardship and growing fear.
To counter this, the state government has deployed 16 companies of the Central Reserve Police Force (CRPF) to ensure the safe passage of essential goods along National Highway 2. Two additional companies provide escort services for trucks. Police have identified key extortion hotspots and stepped up patrols, frisking, and surveillance operations in these areas. Despite these measures, K Kabib reiterated the need for public cooperation, emphasizing that solving this issue requires a united effort.
