RIMS debacles ; something is not okay

Something really fishy seems to be going on at the premier institution RIMS. The Institution has been in the news in the last one year after high profile authorities of the institution came under the scanner of the Central Bureau of Investigation (CBI) over the purchase of Dental Chairs of the newly set up Dental College. Bad reputations spread about the incompetence of the top administrators have been a big blow for this premier Institutions of the North East India. Not to mention about the patient care service, the career of the medical students too is becoming uncertain as those responsible for looking after the academic curriculum has been put to the hot chair. Former Director of RIMS Dr. Sekharjit who has been relieved from duty has been put in dilemma by not allotting any duty on him. A case of misappropriation has been filed against him regarding the purchase of Dental Chairs. Surprisingly the Charges were frame against the former director only, even though the purchase of the dental chairs was approved by a committee constituting of 5 members including Dr. Ch. Arunkumar who was appointed as in-charge director after the former has been relieved from the duty of director.
Interestingly, in the order of the Union health Ministry, it has been mention that Dr. Ch Arunkumar has been appointed as Director-in-Charge of RIMS until further order of the Ministry. The words “until further order” remains as another confusion as normally in-charge-director or any other post of the Institution are appointed only for 6 months and with the expiry of the date the person appointed has to be relieved from his or her duty. Dr. Arun has officially completed six months in the office on February 25 this year. Since that time till the new director-in-charge Dr. Rita has been appointed on April 27 the post of Director was officially vacant. But as according to the order of the Union Health Ministry Dr. Ch Arunkumar remain as the director-in-charge during the time.    
On April 28, 2015 issue, the Imphal Times has questioned on who is signing the important files during this gap. Later, on several issues the Imphal Times had pointed out some mischievous activities being underway at RIMS extracting probable attempt of some vested interested influential personalities trying to uproot the RIMS to other state in the North East. The appointment of Dr. Rita in place of Dr. Ch. Arun too seems well plan activism of the central government authority to create more chaos in the  already disturb Institution. The authority should at least issued an order stating the term of Ch. ARun expired and so the compulsion to replace him compelled to appoint another director –in-charge .
All is not well to the business of RIMS. And no wander why the Chief Minister of Manipur, who is the Vice president of the governing body of the Institution still remain quite without spelling out a single opinion regarding the development. Seems like the honourable CM is more interested in setting up state run medical Institution rather that improving the already existed Institution which has been serving the people for over many decades.
